VS1 and VS2 are neighbors on the clarity scale. Both are slightly included and usually eye-clean.
VS means very slightly included. VS1 is the cleaner of the two. Inclusions in VS2 can be a size larger or easier to find under 10× magnification. Without a loupe, most rounds in either grade look clean.
Pay for VS1 when you want the higher grade on the certificate or when the VS2 inclusion is dark and central. Save the money when the VS2 photo looks clean and the inclusion sits near the edge.
